A Guide to Tuition-Free Colleges and Universities for International Students

Tuition Free Universities in Finland

studyinfinland.fi says:

Since university education is funded by the State through the Ministry of Education, students enrolled in regular degree studies pay no tuition fees with exceptions.  If you are enrolled as a non-EU/EEA degree student in a Bachelor’s or Doctoral level programme, the higher education institution will not charge tuition fees.  However, students in both universities and polytechnics have to pay for their books and other materials, plus their accommodation and living expenses.

Master’s level programmes are free of charge as well, however, a number of them may carry tuition fees for non-EU/EEA students during a five-year trial period 2010â€"2014. Depending on the programme, tuition fees may be collected starting from autumn 2010, 2011 or 2012.

Update: The tuition fee trial period in Finland 2010-2014 is drawing to a close.  After this trial period, it is likely that most universities will not charge tuition fees in Finnish higher education degrees starting in autumn 2014, regardless of the level of studies and the nationality of the student.  Please note that this might change in the future and some universities may decide to still charge tuition fees. Tuition Free Universities in Austria

If you are an non-EU student, federal/public universities in Austria only charge about 726.72  Euros for tuition fees plus 17.50 Euros for the Austrian Student Union and insurance fee per semester.

If you are a citizen of a least developed country, you are exempted to pay tuition fees at public universities in Austria and only need to pay 17.50 Euros per semester for the student union fee and insurance.

Cost of Studying in Austria: The cost of living for students in Austria is approximately 800 Euros per month which covers accommodation, food, and personal expenses.

Tuition Free Universities in Norway

Studyinnorway.no says:

Norwegian state universities and state university colleges as a rule do not charge tuition fees for international students. However, students will need to pay a semester fee of NOK 300-600 ($50-100) each semester.

This is applicable for all levels, including undergraduate studies, Masters programmes and Ph.D. programmes. Note that some state universities and university colleges may have tuition fees for a few specialized programmes. Typically these programmes are at the Masters level.

Most private institutions have tuition fees for all their programmes and courses. But the fees are usually significantly lower than those of comparable studies in most other countries. Also, foreign students don’t pay higher tuition fees than Norwegian students.

Cost of Studying in Norway: You should take into consideration that living expenses in Norway are higher than in many other countries.  Living expenses would amount to 89.000 NOK ($15,000) per year.

Tuition Free Universities in Germany

For many years, higher institutions of education in Germany usually do not charge any tuition fees for undergraduate studies.   But after the Constitutional Court of Germany lifted the ban on tuition fees in January 2005, a number of Federal states now charge tuition fees for undergraduate students.  Postgraduate studies such as most Master’s or PhD charges tuition fees for some time now.

Tuition Fees for Undergraduate Programmes

Since the winter semester 2006/07, German universities are now allowed to charge tuition fees for undergraduate study programmes. As of October 2013,  only 1 out of 16 Federal states charge tuition fees of up to 500 Euros per semester. All other federal states only request a certain amount of money as a semester contribution (about 50 euros) but charges no tuition fees. You should check this page for updated information on tuition fees in different federal states in Germany.

Tuition fees for Graduate Programmes

In most cases, you need to pay tuition fee for Master’s programmes. The fees vary between 650 Euros and several thousand Euros per Semester. Aside from the tuition fee, each student has to pay a certain amount as a semester contribution to the university (about 50 Euros).

Cost of Studying in Germany: On average, German students spend about 500-800 Euros for accommodation, transport, food, and miscellaneous expenses.

Tuition Free Universities in Sweden

Up until 2010, Sweden has been one of the few countries in Europe that has not charged any types of fees. All studentsâ€"regardless of nationalityâ€"have been funded by Swedish taxpayers.  In 2010, the Swedish parliament has passed a law that charges tuition and application fees for students from non-EU/EEA countries starting  2011/2012 academic year, to be supplemented by scholarship programs.

Thus, application and tuition fees apply for students who are not citizens of an EU/EEA/Nordic country or Switzerland. The tuition fees apply only to bachelor’s and master’s programmes and courses, while PhD programmes are tuition-free. All students who are studying at the doctoral level in Sweden are not required to pay tuition fees.

A significant number of Universities still offer full and partial scholarships in the form of tuition waivers for international students.

Online Tuition-Free Universities

Nowadays, you need not to leave your country to benefit from an international education.  All you need is a computer and internet connection.  Moreover, there are now a number of Universities offering online courses/degree for free.

The first such University is University of the People which is a tuition-free, non-profit, online academic institution dedicated to opening access to higher education globally.    University of the People offers online Associate Degree in Management and Computer Science.

This was followed by an initiative of MIT and Harvard called edX which is a learning platform that gives students from any country the opportunity to take free online courses offered by three premier Universities in the US â€" Harvard, MIT, and UC Berkeley.  Online learners can earn a certificate of completion after completing the course.

Following this trend, a social entrepreneurship company introduced Coursera which is an online learning platform that partners with the top universities in the world to offer online courses in many fields of study for anyone to take, for free.

Commonwealth Shared Scholarship Scheme at UK Universities

Brief description:

The UK Commonwealth Shared Scholarship Scheme provides scholarships for international students from developing Commonwealth countries who wants to study a postgraduate degree in UK Universities.  It is a joint initiative between the Commonwealth Scholarship Commission (with funding from DFID), and UK universities.

The Scheme allows them to contribute toward the development of their home countries. Awards are for taught masters courses only. No awards will be made for undergraduate or doctoral study.

Scholarship value/inclusions:

DFID and participating United Kingdom institutions will jointly meet the full costs of an award holder’s study in the United Kingdom including air fares to and from the United Kingdom. Maintenance allowance is paid by the scholar’s host institution, at the level set by the UK Government: £1,173 per month for scholars based in London and £948 per month for the rest of the UK. (October 2013 figures with an inflationary increase for 2014/15 academic year).

A grant of up to £225 to cover thesis (Master’s) costs is available; also available is £200 for study travel. The cost of up to 10 Kilograms of excess baggage (books only) is available for scholars returning home at the end of their awards.  No additional allowances are paid for spouses or other dependents.

Eligibility:

Candidates are normally expected to hold a first degree at either first class or upper second-class level. Sponsoring institutions must confirm that candidates are sufficiently fluent in written and oral English to pursue their proposed studies immediately, as no pre-course English Language Teaching is available under these awards.

Applicants should certify in writing that they:

a. are nationals of a Commonwealth developing country, and not at present living or studying in a developed country;

b. have not undertaken studies lasting one year or more in a developed country;

c . are themselves, or through their families, unable to pay to study in the United Kingdom;

d. will return to their home country as soon as their award comes to an end. The commission will only consider requests to extend leave to remain in the UK post-award for those wishing to move from masters to PhD study. Strict conditions will apply.

All candidates must submit their application using the Commission’s Electronic Application System (EAS). The EAS will close to applicants on 16 April 2014 and no further applications can be made after that date. Please note that some university closing dates may be before 16 April, and that some universities may require candidates to complete a university application form, in addition to the EAS.

DAAD Scholarships for Development-Related Postgraduate Courses

• Holds a Bachelor’s degree (normally four years) in a related subject.
• Has completed an academic degree with far above average results (upper third) and at least two years of related professional experience
• His/her academic degrees should normally not be more than six years old
• For courses in German: DSH 2 or TestDaF 4; at time of application German skills at completed level A2 are required. In addition, German language courses at level A2 or B1 are highly recommended
• For courses in English: IELTS (Band 6) certifi cate or TOEFL (minimum score: 550 paper based, 213 computer based, 80 internet based).

KAAD Scholarships in Germany for Developing Countries

The KAAD scholarships are addressed to post-graduates and to academics who already gained professional experience and who are interested in postgraduate studies (or research stays) in Germany. This program is administered by regional partner committees, staffed by university professors and church representatives.

There is no specific subject-preference. However, the selection board has often given preference to courses and subjects that they felt to be of significance for the home country of the applicant. There is a preference for Catholic applicants. For the scholarship programme 1 of KAAD you can apply if you:

• come from a developing or emerging country in Africa, Asia, the Middle East or Latin America
• have a university degree and professional experience from your home country
• want to acquire a master’s degree or a PhD at a German university or do a post-doctoral research project (2-6 months for established university lecturers) at a German university
• are a Catholic Christian (or general belong to a Christian denomination). Candidates from other religions can apply if they are proposed by Catholic partners and can prove their commitment to interreligious dialogue.

The general rule is that applicants for Master-scholarships should be of the maximum age of 30, while applicants for PhD-scholarships should not be older than 35.

Only admitted students are eligible for the scholarships. You can not apply for the scholarship if you haven’t been accepted to a course at Cardiff University. The International Scholarship Fund application form will only be available when you have firmly accepted a conditional or unconditional offer to study at Cardiff University.  You must return the completed scholarship application form by the deadline: 1300 (UK time) Friday 30 May 2014.

Türkiye Postgraduate Scholarships for International Students

Brief description:

Türkiye Scholarships Postgraduate Programmes are full government funded programmes for successful international students from all over the world for postgraduate studies in Turkey.  The scholarship programmes are:

  • - Ali Kuşçu Science and Technology Scholarship Programme
  • - İbni Haldun Social Sciences Scholarship Programme
  • - Yunus Emre Turkish Language Scholarship Programme
  • - Islamic Theology Scholarship Programme

The scholarships cover a wide range of fields of study.  Most programmes in Turkish universities are instructed in Turkish. However, some departments and universities offer programmes in English, French or German.

Scholarship value/inclusions:

The scholarship includes monthly stipend (app. 375 USD for master’s, 500 USD for doctorate), full tuition fee, free 1-year Turkish language course, free state-run dormitory accommodation, round-trip air ticket and health insurance.

Eligibility:

To be eligible for postgraduate programmes, applicants must;

  • •  be a citizen of a country other than Turkey (Anyone holding or ever held Turkish citizenship before cannot apply)
  • •  not be a registered student in Turkish universities at the level of study they are applying.
  • •  be a bachelor’s or master’s degree holder by 30th of June 2014 at the latest
  • •  be under the age of 30 for master’s programmes (no earlier than 01.01.1984)
  • •  be under the age of 35 for doctorate programmes (no earlier than 01.01.1979)
  • •  have at least 75 % cumulative grade point average or diploma grade over their maximum graduation grade or •  have at least 75 % success in any accepted national or international graduate admissions test.
  • •  be in good health

Application instructions:

Türkiye Scholarships include both scholarship and university placement at the same time. Applicants will be placed in a university and programme among their preferences specified in the online application form. Application form and required documents should be submitted by 31 March 2014.
